WP1. Value of recreational fisheries in Finland
Case study, free salmon rivers: River Tornio is situated in the border between Finland and Sweden in Northern Finland and it is one of the most visited and the most productive wild salmon rivers in Finland. Annually around 5 000 fishing permits are sold for River Tornio and as there is a significant amount of family permits sold, the amount of annual fishing tourists is even higher (Romakkaniemi et al. 2010). Economic impact of the salmon rivers in the Northern Finland is significant and there have been only few studies so far unfolding the monetary value of recreational inland salmon fishing in Finland. Baltic salmon is important for both the commercial fishermen fishing along the coast of Bothnian Bay and for the recreational anglers fishing along River Tornio. In order to make sound management decisions, there is a need to have more knowledge on the socioeconomic impact of recreational fisheries in salmon rivers of Finland and to include the economic impact of recreational fisheries in the bio-economic modelling of Baltic salmon.
The study seeks to find out the total recreational use value of the River Tornio in 2016. Additionally, the objective is to find the answer for the following questions: What are the common factors reflecting aspects recreational fishermen appreciate in River Tornio as a fishing site? How do these common factors affect the fishing behaviour of recreational fishermen? And which other factors explain the fishing behaviour?

WP2. Profiling hunters as resource users
The nationwide survey data collected by RKTL/LUKE and used to make the annual hunting statistics in Finland enables us to profile the hunters by their game animals bagged. It is assumed that relatively small proportion of hunters represent the majority of animals bagged. The profiling of the key-resource users enables us to evaluate the impact of annual animal populations and hunting regulations on the economic value of hunting for the various segments of Finnish households and strengthen the LUKEs capacity in supporting the adjusting of legislation.

WP3. Governance of fish and game resources
This WP focuses on governance systems and arrangements that support sustainable utilization of fish and game resources with special emphases on social and economic sustainability, and striking a balance between interests, values and knowledges. For this purpose the WP analyzes especially small-scale fisheries and its adaptation to the societal transformation. The role of gender in small-scale fisheries is of special interest in the global level research, to which a Finnish case study (MS1, in collaboration with the University of Turku) provides a valuable contribution. The cormorant-induced problems are examples of contemporary cross-boundary challenges of small-scale fishing in the Baltic Sea (MS2 and MS3, in collaboration with Åbo Akademi). Moreover, the WP focuses on the role of management plans in mitigating the human-wildlife conflicts (MS4, in collaboration with the University of Eastern Finland and SYKE), and other national and international challenges in fisheries governance. Wildlife conflicts are also discussed in the context of the grey wolf (MS5, MS6) and wild forest reindeer (MS7).

Project aims to develop systems of data collection and analysis of fishery and wildlife research.
Academic dissertation about socio-economic value of recreational fisheries in salmon rivers will be one of projects results later.

2017
1) Tausta ja tavoitteet

Projekti jatkaa neljän aiemman projektin, Riistatalouden yhteensovittaminen, Metsästystutkimus, Vapaa-ajankalatalous Suomessa ja Kalastuksen kestävyys ja eläinpolitiikka, teemojen tutkimusta.

Tavoitteena on jatkaa kestävän erätalouden ja kala- ja riistapolitiikan sekä kala- ja riistatalouden virkistyskäytön tutkimusta. Työ käsittelee kestävän erätalouden edellytyksiä, hallintaa, arvottamista ja virkistyskäyttöä. Tavoitteena on tuottaa tukea päätöksentekoa varten ja käynnissä oleville yhteisrahoitteisille projekteille, jatkojalostaa aineistoja ja suunnitella uusia projekteja.

2) Toteutus

Projektissa on neljä osiota: 1) erätalouden edellytykset, 2) hallinta, 3) arvottaminen ja 4) virkistyskäyttö.

Edellytykset osio palvelee erätalouspolitiikan päätöksentekoa, mm. kannanhoitosuunnitelmien päivitystä ja jalkauttamista. Päävastuullisina Juha Hiedanpää ja Jani Pellikka. Hallintaosiossa käsitellään kala- ja riistaluonnonvarojen käytön kestävyyttä ja hyväksyttävyyttä, pienimuotoisen kalastuksen muutoksia ja ristiriitojen hallintaa. Päävastuun kantavat Pekka Salmi, Juha Hiedanpää ja Jani Pellikka. Arvottamisosio tutkii vapaiden jokien kalastusmatkailua ja sen hyvinvointivaikutuksia suhteessa matkan kestoon. Päävastuu osiossa on Heidi Pokilla. Virkistyskäyttöosio käsittelee metsästystä ja vapaa-ajankalastusta. Siina selvitetään sähköisen Omariista-palvelun hyödyntämistä tutkimuksessa, vapaa-ajankalastuksen hyvinvointivaikutuksia ja osallistutaan pohjoismaisen vapaa-ajankalastus- ja kalastusmatkailututkimuksen verkoston kehittämiseen. Päävastuu on Jani Pellikalla ja Päivi Eskelisellä.

Arvottamistutkimuksen yhteydessä tavoitteena on toteuttaa virkamiesvaihtojakso Kööpenhaminan yliopistossa.
