Policy instruments to promote nutrient recycling (OHRAKE)

OHRAKE project studies policy instruments promoting nutrient recycling in Finland with the aim of assessing their impact individually and as a whole. The assessment includes already existing policy instruments (what is their impact, can it be improved) and potential new instruments (could they fill potentially identified gaps in the impact of the instruments as a whole). Policies regarding nutrient recycling are cross-sectorial which may cause also contradictions between different different policy areas and thus barriers to the promotion of nutrient recycling.
The policy instruments to be assessed include different economic instruments (e.g. distribution and/or use obligation, taxation, impact-based funding, CAP-related incentives, investment support), environmental permitting process and policies to ensure high quality in recycled fertilising products. To identify potential new policy instruments internationally, instruments used in selected countries will be included into the assessment.
A synthesis of policy instruments relevant in the Finnish context will be made based on the information on the separate instruments. Special attention will be given to the possibilities to increase the share of recycling fertilising products in all products used, to strengthen the markets for recycled fertilising products both from the perspective of production and use, to improve consideration of regional differences and targeting of using recycled fertilising products, and to ensure high quality and safety of the recycled fertilising products while reducing the harmful impacts of fertilisation.
