The project aims to provide up-to-date, comprehensive information to support decision-making on the development of the European Union’s Common Agricultural Policy (CAP) after 2027. It assesses the impacts of the 2023 CAP reform and evaluates the economic, societal, and environmental effects of future policy options, with a particular focus on Finland.

Key Research Themes

1. Future directions of EU agricultural policy

The 2023 reform is positioned within the long-term development of the EU and CAP, as well as in an international context. The project identifies pressures for change and policy directions for post-2027 CAP reform, with special attention to food security, competitiveness, environmental impacts, and biodiversity protection.

2. Citizens’ and farmers’ perspectives

The project analyzes the values, expectations, and acceptability of agricultural policies among citizens, consumers, and farmers. It also examines how these groups prioritize policy objectives for the next phase of CAP.

3. Agriculture and food sector development under alternative policy scenarios

The project examines market and production changes under different policy and market scenarios. Long-term impacts on production volumes, income, and profitability across production sectors in Finland are evaluated.

4. CAP support models and political feasibility

Alternative CAP support models are assessed for their effects on EU member states and their political feasibility. Particular attention is given to Finland and to the potential redistribution of the CAP budget based on objective allocation criteria rather than historical references.
