Project kick-off and scoping workshop carried through

The RecoSal project is searching for ways to restore salmon stocks and salmon fishing culture in the Teno River basin in collaboration with holders of traditional, local and scientific knowledge and owners of fishing rights. The aim is to strengthen the management towards recovery of salmon across country borders and knowledge systems.  

The project is developing new methods for collaboration between traditional and local knowledge holders, salmon scientist, administration and decision-makers. “One of our ambitions is to explore the means of integrating traditional and local knowledge with the biological monitoring data to improve salmon stock assessment and refine river-specific spawning targets which form the basis of advice for salmon fisheries management”, says Jaakko Erkinaro (Luke), the project leader.  

In 2023, the RecoSal project held two meetings in the Teno region to inform about the project and discuss important research themes with local owners of fishing rights and traditional knowledge. The kick-off meeting in Utsjoki in the beginning of March, brought together c. 80 people from different parts of Teno area. Jaakko Erkinaro (Luke) informed about the status of the salmon stocks in the river, Martin Svenning (NINA) informed about predation pressures, and Camilla Brattland (UiT), Therese Bjärstig (UmU) and Juha Hiedanpää (Luke) explained the participatory approach and the intention to build capacity towards collaborative governance of the Teno salmon.    

The RecoSal project will run a series of workshops with the goal to establish permanent ways for collaborating on research across knowledge systems. A scoping workshop to plan future research and collaboration activities took place in Karasjok on the 28th of November. The workshop brought together c. 30 fishers and knowledge holders from Norway and Finland across the entire Teno River system, from the ocean coast to the upper tributaries. Participants of the workshop identified key challenges and knowledge needs for the recovery of salmon stocks and salmon fishing culture in the Teno River, and provided concrete proposals for how collaborative research should be organized in the future. The next workshop will focus on ethical principles and rules of conduct for future collaborative research activities in the Teno River area.  

The research team of the RecoSal project consist of researchers from Natural Resources Institute Finland (Luke): Jaakko Erkinaro, Juha Hiedanpää, Henni Pulkkinen, Mikko Jokinen, Jacqueline Moustakas-Verho, Niina Malinen, Taru Rikkonen and Antti Räty; from the UiT - the Arctic University of Norway: Camilla Brattland and Torstein Pedersen; from the University of Umeå: Therese Bjärstig; and from the Norwegian Institute for Nature Research (NINA): Martin Svenning and Morten Falkegård.  

The RecoSal project is funded by the EU Biodiversa+ programme, through the Research Council of Finland, the Research Council of Norway, and Formas (Sweden).

Forskningssamarbeid for restituering av laks og laksefiske i Tana-elva

Prosjektet RecoSal søker etter måter å restituere laksebestandene og laksefiskekulturen i Tana-elva gjennom deltakelse og ledelse fra bærere av tradisjonell, lokal og vitenskapelig kunnskap og eiere av fiskerettigheter. Målet er å styrke felles forvaltning for restituering av laksebestandene på tvers av landegrenser og kunnskapssystemer. Hvordan forskere kan samarbeide med lokalbefolkningen for å oppnå dette ble nylig diskutert på en workshop i Karasjok den 28. november 2023.  

Prosjektet, som ledes av forskningsprofessor Jaakko Erkinaro fra Naturressursinstituttet i Finland (LUKE), har som mål å utvikle nye metoder for samarbeid på tvers av kunnskapssystemer mellom lokal og tradisjonell kunnskap og laksebiologi. “En av ambisjonene er å utforske mulighetene for å integrere tradisjonell og lokal kunnskap med biologenes modeller. Dette kan være overvåkingsdata for å forbedre vurderinger av laksebestandene og nyansere gytebestandsmål for de ulike side-elvene, som er sentrale redskaper for lakseforvaltningen”, sier Erkinaro.  

Prosjektet RecoSal vil avholde en serie workshops med mål om å etablere faste måter å samarbeide om forskning på tvers av kunnskapssystemer. En planleggingsworkshop for fremtidige forsknings- og samarbeidsaktiviteter fant sted i Karasjok den 28. november. Workshopen samlet 30 fiskere og kunnskapsinnehavere fra Norge og Finland langs hele Tana-laksens habitat, fra den norske kysten til de øvre sideelvene. Blant de deltakende institusjonene på workshopen var medlemmer fra Tana Fiskeforvaltning, stangfiskeforeninger, finske fiskefellsskap, Bivdu, laksebreveiere, Villakssenteret, turistfiskeoperatører, det finske Sametinget, og andre. Deltakerne på workshopen identifiserte sentrale utfordringer og kunnskapsbehov for restituering av laksebestander og ga konkrete forslag til hvordan samarbeid om forskning bør organiseres i framtiden. Den neste workshopen vil fokusere på etiske prinsipper for forskning og regler for samarbeid om forskningsaktiviteter i Tana-elva.  

Kjernegruppa med forskere fra RecoSal-prosjektet som deltok på workshopen var Jaakko Erkinaro, Juha Hiedanpää og Mikko Jokinen fra Naturressursinstituttet i Finland (Luke), Camilla Brattland fra UiT - Norges arktiske universitet, og Martin Svenning og Morten Falkegård fra Norsk institutt for naturforskning (NINA). Andre deltakere i prosjektet er Therese Bjärstig fra Umeå universitet, Torstein Pedersen fra UiT, samt Henni Pulkkinen, Jacqueline Moustakas-Verho, Niina Malinen, Taru Rikkonen og Antti Räty fra Luke (de tre sistnevnte var til stede på workshopen). Workshopen ble oversatt mellom norsk, samisk og finsk. Prosjektet har som mål å inkludere sentrale aktører og interessenter som er avhengige av bærekraftige laksebestander i Tana-elva i prosjektorganiseringen.
